Making them repeatable without gaining the reward I could see... or perhaps 50% of the original reward. That could prove to be fun.

You're contradicting yourself there. The long quests(like titan quests) are the ones people would repeat, and it would be abused. Why do I say that? because it's an easy 130k if you have a good group.
Plus when you do the titan quests, you're not just slaughtering titans for fun. You're trying to exterminate them so they don't take over Tyrria. So if you exterminate them all it makes no sense that there should still be more of them for you to kill.
You can also repeat anything inside SF as long as you don't do the final mission, so you can do a bunch of long quests there as well.

I don't see that as abuse. If you have the skill and time to do the big quests over and over again, more power to you.
What I see as abuse is talking to someone, walking 10 steps, then completing a 500XP quest with no work involved.

Storyline isn't a problem, I've repeated many missions over again and you can repeat SF quests.

So why not make the rest of the quests repeatable?
I agree with the 50% XP, thing.

SF missions are repeatable because it's possible. In one quest, you get a "cold one." It's possible to do that multiple times because it's safe to assume that those dirty stinking dwarves need more than a glass of water each day. Why not repeat them over and over? Because they're not like normal missions. You don't walk into LA and click "Enter Mission" And if you don't see as half an hour equaling 20,000 XP you need to check your numbers again. With a good group, the first 4 titan missions are a breeze. Literally. It took me an hour on the first one, half an hour on denravi, half an hour on eastern frontier, and an hour on kryta. And for so little work, i got 80,000 XP. Then the next quest is 50k, and also fairly easy in a good group. So how can you not see it being abused by power players? Not only would they be farming for very nice items, but they'd also be getting 130k in about 3-5 hours(depending on how well your group performs). Considering most power players spend the day in their holes underground being supported like a baby from their mom, it's not fair they can do that 3-5 times a day. The way they have it now is just fine.

i suppose it would be fun to keep doing charr in the catacombs in pre. .., get like 2k and lv10 before leaving ascalon

As is, there's no compelling story reason why quests can't be redone. You can redo a quest if you're with a friend, and you can redo missions to your hearts content (and see named NPCs die over, and over, and over.)
I would agree- the quests to be redone would have to be the longer, tougher ones, and with a reduced xp award.

I think making the quests repeatable for skill rewards would be nice. After you switch professions, you could go back and re-do a quest, but you would only get the skill from the quest. Nothing else. This would promote some high levels going back and doing quests with low levels and showing the newbies how to pwn. A lot like the bonuses in missions.
